摘要：以广州商学院为例，介绍了高校科研管理信息系统开发的背景意义，以及功能模块的设计与实现。科研管理信息系统采用响应式布局设计和模块化开发，选用ASP.NET技术作为开发平台，利用ADO.NET对象模型实现前后端的数据交互，后台选用Microsoft SQL Server 2008作为数据库管理系统，页面显示部分采用了HTML5、Css3、ECharts3、和Bootstrap3开发框架，能够兼容多种设备和浏览器使用。系统设计并实现了用户信息管理、科研项目管理、论文管理、成果管理、数据统计分析、专家管理及项目和论文的专家评审管理等功能。高校科研管理信息系统能够实现科研工作者与科研管理部门之间的数据共享，做到“互联网+科研”的深度融合。

Design and Development of Scientific Research Management Information System in Colleges and Universities

Abstract：Taking Guangzhou College of Commerce as an example， this paper introduces the background significance， the design and development of functional modulesof scientific research management information system in Colleges and universities. The system adopts responsive layout design and modular development. ASP.NET technology is used as the development platform. ADO.NET object model is used to implement front-end and back-end data interaction. Microsoft SQL Server 2008 is used as the database management system. The HTML5， Css3， ECharts3， and Bootstrap3 development frameworks are used as a page display， which are compatible with a wide range of devices and browsers.The system designs and implements the functions of user information management， scientific research project management， paper management， achievement management， data statistical analysis， expert management and expert evaluation and management of projects and papers. The scientific research management information system can realize data sharing between researchers and research management， and achieve the depthfusion of “Internet + scientific research”.

1 系统开发的背景意义

科研活动和科研能力对反映一所高校综合实力指标的比重不断加大[1]，而科研管理在手工操作时代的工作程序却非常烦琐，一方面，容易产生重复采集数据的情况；另一方面，在整个统计管理过程中产生大量的纸质文件也不便保存和管理。除此以外，科研管理人员不能及时了解本校教师的科研情况，对科研成果奖励计算效率低，不利于提升高校的科研管理水平，也难以激发教师参与科研项目的积极性。

广州商学院作为广东省第一所由独立学院转设的普通本科高校、“中国一流民办大学”，学校领导对于科研工作的开展一直以来都非常地重视，并且设有专门的科研管理部门对于教师的科研项目和发表的学术论文进行管理。……
