摘 要 随着我国高校国际化进程的推进，高校管理外国留学生的自主权越来越大。文章从分析留学生管理队伍建设的现实意义出发，梳理了留学生管理队伍建设方面存在的实际问题，探索既能符合我国国情、又能与国际接轨的留学生管理队伍建设，有针对性地提出了加强留学生管理队伍建设的措施和对策。

Abstract With the advancement of internationalization of Chinese universities， the autonomy of universities in managing foreign students is growing. On the basis of analyzing the practical significance of the construction of the management team of foreign students， this paper combs the actual problems existing in the construction of the management team of foreign students， explores the construction of the management team which can meet the national conditions of our country， and can be in line with the international standards， and puts forward measures and countermeasures to strengthen the construction of the management team of foreign students.

隨着我国高校国际化办学的不断发展，高校管理外国留学生的自主权越来越大，来华留学生人数不断扩大，留学生类别也在增加，给我国高等教育带来了生机与活力，同时也出现了一系列新问题，给留学生管理工作提出了更高、更新的要求。

1 留学生管理队伍建设的现实意义

留学生管理队伍建设是留学生教育管理工作中起主导作用的方面。建设相对稳定、敬业进取、熟悉业务、善于管理的留学生管理队伍，是高校留学生教育管理体制改革创新的基本要求和关键，有利于建立和完善留学生教育管理体系，保障《留学中国计划》的人才培养目标的实现。

留学生管理队伍建设的重要作用。留学生管理队伍是高校留学生日常教育和管理工作的组织者、实施者，在留学生教育培养中居重要地位；又是留学生成人成才的指导者和引路人，是留学生管理不可或缺的重要力量。留学生管理队伍在德育建设、学风建设、安全教育及心理健康教育等教育管理中的作用尤为突出明显。……
