摘 要 缘起于西方的协商民主理论是对西方选举民主的有益补充，在我国协商民主已经成为中国特色社会主义民主政治的重要组成部分，双周协商座谈会作为我国政协协商的有效实践形式，拓宽了协商民主理论的实践渠道。双周协商座谈会可以追溯到1950年，经历社会主义建设时期的发展变迁和文革时期的中断，并在新时代成功重啟开幕，并在协商民主理论的指引下有新的实践发展，为新时代建设社会主义现代化强国贡献协商智慧。

Abstract The theory of deliberative democracy originating from the west is a beneficial subsidy to the electoral democracy in the west. In China， deliberative democracy has become an important part of socialist democratic politics with Chinese characteristics. As an effective form of consultation in the CPPCC， the two-week Consultative Forum has broadened the practice channels of the theory of deliberative democracy. The bi-weekly Consultative Forum can be traced back to 1950， which experienced the development and changes of the socialist construction period and the interruption of the Cultural Revolution period， and successfully reopened in the new era. Under the guidance of the theory of deliberative democracy， it has new practical development and contributes consultative wisdom to the construction of a modern socialist power in the new era.

十八大以后，“双周协商座谈会”在北京重新启动，到2017年底，“双周协商座谈会”在重新开幕之后已经召开了七十六次，取得了巨大成功和显著成效，赢得了中共、民主党派和无党派人士的高度赞扬和肯定，为相关部门决策提供更多的智慧参考。如今 “全国政协双周协商座谈会” 已成为我国协商民主制度建设创新探索的示范性品牌，带动起全国各级地方政协有序探索协商座谈会的生动局面。

1 双周协商座谈会的历史缘起与变迁

新时代的“双周协商座谈会”缘起于建国初成立的“双周座谈会”，是对“双周座谈会”的继承和发展，消除了过去的一些弊端，在制度设计和具体实施方面上有一定的创新，体现出了新时代的烙印。也为中共、民主党派和无党派人士进一步加强交流合作提供了重要的平台，进一步推动了新时代中国特色社会主义协商民主的实践探索。……
