摘 要 意识形态工作一直是党的一项极端重要的工作。掌握意识形态话语权关系到国家制度和道路的选择，是国家意识形态主导权和领导权的实现方式。而西方哲学家拉克劳、墨菲详细阐述了话语领导权对社会发展的价值和现实意义，意识形态领导权由政治领导权进化来却又迅速向话语领导权过渡，他们“突破了社会客观性和历史必然性逻辑，阐述资本主义到社会主义的更替非历史必然性的结果，而是社会主义话语获得了社会的认同”，从理论上追溯构建意识形态话语权构建的必要性和重要性。

Abstract Ideological work has always been an extremely important task for the party. Mastering the choice of ideological voice rights to state institutions and roads is the way to achieve national ideology and leadership. The Western philosophers Laclau and Murphy elaborated on the value and practical significance of discourse leadership to social development. The ideological leadership evolved from political leadership but quickly transitioned to discourse leadership. They "break through the logic of social objectivity and historical inevitability， explaining the result of the non historical inevitability of the replacement of capitalism to socialism， but the social identity of the socialist discourse"， and theoretically traces the necessity and importance of constructing the construction of ideological discourse power.

0 引言

全球化經济迅速发展，在各领域的激烈竞争下，文化软实力成为凸显国家综合国力、提升国际形象的重要手段。目前世界话语格局呈现新的形势，西方国家一直占据舆论高地，经济实力代表更大话语权，但在综合国力不断提升的中国，自身话语体系构建却不容乐观。意识形态工作无论在何时都是阶级维护统治的根本性工作，而在新时期就是为意识形态工作提供新的路径选择。

1 意识形态话语权构建的重要性

1.1 拉克劳、墨菲话语领导权理论支撑
