摘 要 党的十九大提出“实现高等教育内涵式发展”，对于高职院校来说，内部治理结构不顺阻碍内涵式发展，完善内部治理结构是高职院校内涵式发展的保障且符合内涵式发展的本质，本文重点从内部治理结构视角探索高职院校实现内涵式发展的路径。

Abstract The 19th National Congress of the Communist Party of China put forward "the realization of the connotative development of higher education". For higher vocational colleges， the internal governance structure is not good enough to hinder the connotative development， and the improvement of internal governance structure is the guarantee of the intensive development of higher vocational colleges and conforms to the connotation. The essence of the development of this paper， this paper focuses on the path of the realization of intensive development in higher vocational colleges from the perspective of internal governance structure.

高等职业教育是高等教育的重要组成部分，近年来，党和国家对高等职业教育的发展非常重视，《国家中长期教育改革和发展规划纲要（2010-2020年）》中提出要大力发展职业教育，把发展职业教育作为推动经济发展、促进就业、改善民生、解决“三农”问题的重要途径，定位为缓解劳动力供求矛盾的关键环节；国务院《关于加快发展现代职业教育的决定》、教育部等六部门《关于印发〈现代职业教育体系建设规划（2014-2020年）〉的通知》等一系列文件的出台，为高等职业教育的发展提供了较好的机遇。

党的十八届三中全会明确提出，完善和发展中国特色社会主义制度，推进国家治理体系和治理能力现代化，并针对教育改革发展，提出了要“深入推进管办评分离，扩大省级政府教育统筹权和学校办学自主，完善学校内部治理结构”。高等职业教育必须顺应国家教育改革发展的总要求，高职院校推进内部治理结构改革，是教育领域全面深化改革和推进教育治理体系和治理能力现代化的重要组成部分。本文重点从内部治理结构的视角下研究高职院校内涵式发展的问题。……
