[摘 要]皮革产业是海宁市经济的重要组成部分，海宁皮革城是全国重要的皮革生产基地和集散中心。近年来，随着人们生活水平的不断提高，对皮革产品的质量及生活环境提出了更高要求，海宁皮革产业的发展进入了瓶颈期。通过实地调研，分析海宁皮革产业发展存在以下问题：质量有所下降，劳动力成本上升，环保运营成本过大，缺乏自主品牌，贸易竞争力不强，资源要素制约突出，电商发展良莠不齐，出口市场单一，依赖性强。提出海宁皮革产业转型升级的对策建议：加大对皮革市场的监管，转移劳动密集型产业，向环境友好型企业转型，打造自主品牌，加大出口力度，打造资源节约型企业，更好地利用电商平台。

Abstract： Located in the south of the Yangtze River Delta， Haining is located in the northern part of the Yangtze River Delta， in the north of Zhejiang Province， on the Qiantang River in the south， in Shanghai in the east， and in Hangzhou on the west. It is known as the “Leather Capital of China.” The leather industry is an important part of Hainings economy， and it is also important in the country. Leather production base and distribution center. In recent years， with the continuous improvementof peoples living standards， higher requirements have been put on the quality of leather products and living environment. At the same time， with the increase in labor costs， the technological backwardness of the industry and the decline in international competitiveness， the development of the leather industry in Haining has entered. The bottleneck period. Through visiting the relevant departments and carrying out on-the-spot investigations into the leather market， we analyzed the weaknesses in the development of the leather industry in Haining， and proposed some reform programs that are conducive to the transformation and development of the leather industry in the region.

一、引言

海宁地处长江三角洲南冀，位于浙江省北部，南濒钱塘江，东连上海，西接杭州，被誉为“中国皮革之都”。海宁皮革城于1994年建成开业，是目前国内较大规模，具有一定影响力的皮革专业市场，是中国皮革业的龙头市场，同时也是中国皮革服装、裘皮服装、毛皮服装、皮具箱包、皮毛、皮革、鞋类的集散中心。……
