[摘 要]经济新常态下，国有企业尤其是东北地区国企面临的供给侧改革任务十分严峻，如何破除体制机制弊端、完善公司治理、提高国有企业发展活力对于黑龙江省公有经济摆脱下降的不良影响具有一定现实意义。通过现状分析，针对黑龙江省国企改革、国有资本管理和混合所有制改革等方面存在的问题，提出建立公平开放的市场竞争环境、对国企进行规范化重组、建立健全分类监管和考核指标、厘清政府监管清单、出台员工持股细则、多方筹措改革成本、优化公司治理等建议。

Abstract： Under the new normal economy， the state-owned enterprises， especially the state-owned enterprises in Northeast China， are faced with a serious task of the supply side reform. It is a practical significance to eliminate the malpractice of the institutional mechanism， improve the corporate governance and improve the vitality of the state owned enterprises to get rid of the adverse effects of the public economy in northeast region. By analyzing the existing problems in the reform of state-owned enterprises， the management of state-owned capital and the reform of mixed ownership in northeast region， this paper puts forward the establishment of a fair and open market competition environment， the standardized reorganization of state-owned enterprises， the establishment and improvement of the classification supervision and assessment index， finding out government supervision and the detailed rules for employee stock ownership. We should raise the cost of reform and optimize corporate governance.

一、问题的提出

党的十九大报告中明确提出，要深入推进国企改革，积极推进混合所有制改革，建设竞争力强大的世界一流国有企业，推动国有资本“做强做优做大”。东北地区国有企业在区域经济中具有非常重要的地位和作用。东北地区老工业基地国有企业包袱沉重，省属国企在体质运营运行机制和管理体制方面还存在待改善之处。此外，东北地区国企面临的供侧性改革的任务也严峻。国企改革进入深水期和攻坚期，已经引起社会各界的关注。2017—2018年是我国国有企业改革攻坚年，各地国企正积极推进混合所有制经济，对国有资本管理市场化提供利好条件。……
