[摘 要]随着国际经济的迅速发展，我国外贸企业越来越多遭遇其他国家（地区）的国际贸易壁垒的限制，山东省在全国省份中受国外技术贸易壁垒影响程度很高。基于山东省外贸企业遭遇贸易壁垒规模及结构的现状，从企业提高产品技术含量和科技创新能力、加强环保意识和产业升级、研究国际法规与标准、提高应诉能力、建立贸易保护体系等方面提出对策。

Abstract： with the rapid development of international economy， our country foreign trade enterprise， more and more abroad in other countries （regions） of the limitation of international trade barriers， in Shandong province in the country are influenced by the foreign trade technical barriers to trade are among the best， in this paper， based on the size of the Shandong foreign trade enterprises encountered barriers to trade and the present situation of the structure， from the enterprise to improve product technology content and technological innovation ability， strengthen environmental protection consciousness and industrial upgrading， the international regulations and standards， and improve the responding ability， establish system of trade protection countermeasures.

一、山东省外贸企业遭遇国际贸易壁垒的现状

1.国际贸易壁垒的规模

随着国际经济的迅速发展，我国已成为世界第一贸易大国，但在出口贸易中，越来越多的外贸企业遭遇其他国家（地区）的国际贸易壁垒的限制，尤其是技术贸易壁垒对我国出口贸易的影响最大。2014年，国家质量检验检疫总局在全国开展了国外技术性贸易措施对我国外贸出口企业影响的调查。调查结果显示：在全国随机抽取的3134家外贸出口企业中约有三成以上受到国外技术贸易壁垒不同程度的影响，给全年出口贸易造成755.2亿美元的直接经济损失，比2013年增加93.2亿美元。……
