摘 要 卓越教师专业标准的制定与实施有助于促进教师朝着专业化发展，但我国至今没有制定中小学卓越教师专业标准。基于此，本文梳理了我国中小学教师专业标准研究进程，从概念内涵、关键特征、发展保障、培养机制四个方面对卓越教师发展进行深入的归纳与总结，提出专业标准被制定并实施的必要性，以及对专业标准的推广和评估展望。

Abstract The development and implementation of the excellent tea-

chers professional standards will contribute to promote the profe-ssional development of teachers， but China has not yet developed the

professional standards of teachers in primary and secondary schools. Based on this， by detailing study of the professional standards of pri-

mary and secondary school teachers in China， this article further con-

cludes and summarizes about the concept of connotations， key fea-

tures， security of development， training mechanism for the four as-pects of excellence in the development of teachers， and proposes that

developed and implementation of professional standards is nece-ssary， and prospect the promotion and evaluation of professional standards.

1 引言

為了与我国飞速发展的经济相匹配，我国教育在不断改革与发展。其中如何提升卓越教师素养是国家教育改革的关注点，提高卓越教师的专业化水平是提升卓越教师素质的有效措施。教师朝着专业化发展是个重要的课题，是探究我国教师教育改革过程中的主要研究方向，而卓越教师专业标准的制定是教育改革实践开始的条件。习近平总书记在强调教师对个人和社会的作用时提到，一个好的老师可以为个人发展提供帮助，为学校增加光荣，为民族复兴培养希望。个人乃至社会需要高素质、高水平的教师。新的时代赋予教师新的责任与义务，卓越教师的培养也需要制定适应时代发展的专业标准。

国内学者对我国教师专业从多个角度进行了较为全面的调查分析研究。从研究的过程和成果来看，专家学者对教师的研究也只是对优秀教师、特级教师等的研究，很少提出与卓越教师相关的研究成果。……
