摘 要：水利工程作为国民经济建设的基础项目之一，对国民经济发展有着重要意义。尤其是近年来我国对水利工程的重视，更是为其发展提供了有利条件。但其质量问题也将成为重点，不得不引起相关部门及人员的重视。文章重点以水利工程中水电站大坝为例，针对现阶段水电站大坝发展现状进行详细地阐述，并就其施工作业管理中存在的一系列问题进行简要分析，从而结合实际发展情况提出合理化的解决措施，以便更好地推动我国水电站大坝工程的可持续发展作业。

Abstract： As one of the basic projects of national economic construction， water conservancy project is of great significance to the development of national economy. Especially in recent years， China has attached great importance to water conservancy projects， which has provided favorable conditions for its development. However， the quality of the problem will also become the focus of the relevant departments and personnel have to pay attention to. Taking the dam of hydropower station in water conservancy project as an example， this paper expatiates in detail the present situation of dam development of hydropower station at present， and briefly analyzes a series of problems existing in the management of construction operation. In order to promote the sustainable development of hydropower dam engineering in China， the reasonable measures are put forward according to the actual development situation.

1 概述

从目前的发展阶段来讲，我国水电站大坝的发展速度是较快的，并在一定程度上获得了较好的成绩。大坝工程作为水电站施工作业的重要组成部分对其整个水电站的质量有着不可忽视的重要作用。尤其是施工作业环节中关于安全管理等问题，必须建立完善的安全管理体系，将可能存在的质量风险降至最低。必须以安全为第一，预防为主，进行综合治理的战略指导方针，从某种意义上来讲水电站大坝的建设使用不仅改善了人们的生活质量，更是对经济建设发展有重要意义。但与此同时，也要清楚了解水电站大坝施工的作业特点，因工程规模庞大、周期性长、施工作业中所涉及的问题较多，工艺比较复杂等，这就需要相关部门及工作人员必须对其有所了解，结合实际情况对其进行施工作业。……
