摘 要：自从我国“走出去”及“一带一路”战略方针提出后，加上国内水电工程已处于后水电时代，国内水电施工企业都涌向了国外发展的道路。为了追求企业利润，通过加强采购计划和仓储管理等手段等来降低生产成本，已成为国际工程项目的重要利润源。文章以中国水利水电第八工程局厄瓜多尔美纳斯项目部为例，从物资采购计划管理现状和仓储管理现状两个方面对其存在问题进行了剖析，针对这些不足，提出了一些实际解决问题的方法。

Abstract： Since our country "go global" and the "Belt and Road" strategic policy proposed， what is more， the domestic hydropower project has been in the post-hydropower era， domestic hydropower construction enterprises have swarmed to the road of foreign development. In order to pursue the profit of enterprise， it has become an important profit source of international engineering project to reduce production cost by strengthening purchasing plan and warehouse management. Taking the Minas Project Department of the eighth Engineering Bureau of Water Conservancy and Hydropower of China as an example， this paper analyzes the existing problems from two aspects of the present situation of the material purchasing plan management and the present situation of the storage management， and aims at these shortcomings. Some practical methods to solve the problem are put forward.

引言

物资采购计划与仓储管理作为物流管理的基本内容，已被国内外专家广泛的研究，本文主要是通过在国际水电工程项目的实际经历，对国际水电工程项目物资采购计划与仓储管理提供一些见解，旨在节约项目成本，为项目创造更多利润源。

1 概述

中國水利水电第八工程局美纳斯水电站位于南美洲厄瓜多尔第三大城市昆卡的西南方，是一个小流量高落差水电站，装机容量为275MW；电站土建部分主要包括大坝、导流洞、引水隧洞、高压管道、调压井、地下厂房硐室群和地面开关站等。截止到2018年5月，项目部物资投入金额已达1.3264亿美元，占原主合同的50%。
