【摘 要】监理是受业主委托，对工程建设项目进行监督管理。建设监理制在我国水利行业已有近20年的时间，目前，监理成效已经得到认可，基本达到了降低工程造价、提高工程质量、保证施工工期的目的，已经走向了正规化发展，规范化。但是，由于我们国家仍处于工程监理制度发展的摸索阶段，使得监理在履行职责的过程中还存在一些的问题。针对这些问题，本文展开了详细论述和深入分析。

【Abstract】Supervision is entrusted by the owner to supervise and manage the project. The construction supervision system has been in China's water conservancy industry for nearly 20 years. At present， the effectiveness of supervision has been recognized， basically achieving the goal of reducing project cost， improving project quality， and ensuring the construction period. It has become standardized and standardized. However， due to the fact that our country is still in the exploration stage of the development of engineering supervision system， there are still some problems in the process of the performance of supervision by the supervisor. In response to these issues， this article has carried out a detailed discussion and in-depth analysis.

在水利工程建设过程中监理工作非常重要，需要对质量、进度和投资进行控制，对合同、信息与项目进行协调。在全国水利水电工程建设当中，通过建设监理模式进行管理，解决了传统建设管理模式的不足。

1. 水利工程监理的主要职能

水利工程监理主要职能是'三控制、两管理和一协调'，'三控制'主要是指对工程项目施工质量和总体质量进行有效控制、施工进度控制以及资金成本控制；'两管理'主要是指合同管理以及信息管理；'一协调'主要是指应做好建设单位、施工单位、设计单位、监理单位以及工程项目各参与方之间进行良好的协调保持各方良好的沟通，确保工程目标的最终实现。一个建设项目绩效的好坏，除了取决于建设各方本身管理的水平，还取决于各方之间的有机协调和配合，各方配合的好坏甚至决定项目的成败。在我国以往的项目管理模式中，参与各方之间的协调工作往往是由业主来完成的，而实行建设监理制度以后，这一工作主要由监理单位来完成或由业主与监理共同完成。……
