摘 要：多功能农业是现代农业的发展趋势之一，在农业发展、乡村建设中发挥着不可替代的作用。该文基于沂蒙山区农业的发展现状，分析了沂蒙山区在推进多功能农业发展进程中存在的问题，并从经济、生态、休闲、文化功能方面提出了相应的对策建议，以期为山区农业的发展建设提供参考。

Abstract：Multifunctional agriculture is one of the developing trends of modern agriculture，and it plays an irreplaceable role in agricultural development and rural construction. Based on the present situation of the development of Yimeng Mountain Agriculture， this paper analyzes the problems in the process of promoting the development of multi-function agriculture in Yimeng mountain area and puts forward the corresponding feasible measures from the aspects of economic，ecological，leisure and cultural functions，in order to provide a way for the development and construction of mountain agriculture.

1 引言

2018年中央一號文件《中共中央国务院关于实施乡村振兴战略的意见》中明确指出，发展农业的多功能性，构建农村一二三产业融合发展体系。研究多功能农业，有利于促进农业旅游、农业文化资源的综合开发，鼓励社会上各个相关部门、组织和企业等参与农业的建设。临沂市是山东省农业大市，山区面积占临沂市总面积的70.6%，存在诸如农业产业化程度不高、劳动力素质低、农业产品功能单一等问题，因此，实现山区多功能农业的发展，对于临沂市具有重要意义。本文通过对沂蒙山区多功能农业的实践研究，找出该地区农业发展的不足以及发展面临的主要问题，以期为各级政府部门出台相关政策提供参考。

2 多功能农业的内涵

多功能农业最早出现在1988年《乡村社会的未来》这一欧盟的革命性文件之中。文件指出农业不仅有提供粮食等商品产出的经济功能，还有与国家粮食安全保障、农村生存与就业、生态环境、生物多样性、动物福利、农村农业景观、农村农业文化遗传以及食品质量卫生等非商品产出相关的环境和社会功能[1]。……
