摘要 长期以来，烟草企业在增加国家财政收入、满足卷烟消费需求、推动地方经济发展等方面积极履行国企的社会责任，但是由于烟草行业的特殊性，加之控烟极端化、片面化、过激化的影响，造成了烟草行业贡献非常大、形象不佳，正面声音小、负面指责多的舆论现状。本文以全国优质烤烟主产区黔西南州为例，总结了在烤烟生产方面的社会责任实践，并提出提升对策，以期为相关工作者提供借鉴。

Abstract For a long time，tobacco enterprises actively fulfill the social responsibilities of state-owned enterprises in increasing national fiscal revenue，meeting cigarette consumption demand and promoting local economic development.But because of the particularity of the tobacco industry，and the effects of tobacco control extreme，lopsided and over excitation，it resulted in the current situation of public opinion for the tobacco industry of great contribution，poor image，less positive voice and more negative criticism.This paper takes Qianxinan Prefecture where is a main producing area of high quality flue-cured tobacco in China as an example，the practices of social responsibility in the production of flue-cured tobacco were summarized，and the promotion countermeasures were put forward，in order to provide references for the related workers.

烟草行业作为社会大家庭中的一员，承担着一定的社会责任，为社会经济发展担负着不可推卸的责任，最直接的就是为社会发展贡献财政税收，以及担负着增加农民经济收入的义务。烟草企业作为一个负责任的国有大型企业，对社会的责任远不仅于此，作为烟草农业生产技术推广的实施主体，有农业生产技术创新和推广应用的职责；作为能源消费和资源利用的生产企业，有绿色环保、保护环境的职责；作为烤烟生产组织实施主体，有保护环境和培训烟农的职责；作为农村社会经济发展的一员，有强化農业农村基础设施建设、助农增收、攻坚扶贫、参与现代农业建设的义务；作为卷烟产品原料的供应者，有安全生产、可持续生产的义务。

黔西南布依族苗族自治州位于贵州省西南部，东经104°35′～106°32′，北纬24°38′～26°11′，属于贵州省优质烤烟生产区[1-2]。贵州省黔西南州属于典型特色优质潜力烟区，烟叶销售市场较好、风格特色突出，是国家烟草局重点开发的烟区之一[3]。……
