摘 要：社区作为生活共同体以及社会治理的最基本单位，在食品安全风险交流中发挥着重要的作用，一方面作为中介可以起到食品安全信息传递和普及的作用，另一方面也可以帮助政府收集相关信息，提高政府的决策能力和管理能力。但是，由于管理体制、历史等原因，社区并未在食品安全风险交流中发挥其应有的作用，该文主要阐述了社區在食品安全风险交流中的作用，以及目前我国社区食品安全风险交流存在的问题。

Abstract：As the most basic unit of community and social governance，community plays an important role in the communication of food safety risks. On the one hand，it can play the role of food safety information transmission and popularization，on the other hand，it can also help the government to collect relevant information and improve the government′s decision-making and management ability. However，because of the management system，history，and other reasons，the community does not play its role in the food safety risk communication. This paper mainly expounds the role of community in food safety risk communication and the problems existing in community food safety risk communication in China.

1 社区和食品安全风险交流概述

1.1 社区概述 我国现阶段所使用的“社区”一词，是20世纪30年代，由费孝通先生从F·滕尼斯著作的英译本转译而来。虽然社区在理论界和实践界都经历了几十年的发展，但是国内外的学者对于社区的概念仍然没有达成一致，没有得到一个能够获得普遍共识的概念体系，不过大体上而言，学界对于构成社区的基本要素的认识还是基本一致的，普遍认为一个社区应该包括一定数量的人口、一定范围的地域、一定规模的设施、一定特征的文化和一定类型的组织。

1.2 食品安全风险交流概述 食品安全风险交流是食品安全风险管理的重要一环，良好有效的食品安全风险交流可以帮助人们科学地理解风险信息，是保护消费者健康的重要措施；同时可以促进食品企业建立更加透明的食品生产流通体系；……
