摘 要：本文分析了目前国家知识产权的发展现状，企业对知识产权的运用、保护、管理服务以及对专利信息数据库扩展建设的迫切需求。以企业为研究对象，通过专利信息资源系统在全国企业的推行使用，提出了如何构建资源汇集、开放共享的专利信息应用服务平台，以此加强专利信息向企业的宣传与推广应用，并激发企业应用专利信息创新创造的内生动力。

Abstract： The present situation of intellectual property development in China， the enterprise's urgent need for the application， protection and management service of intellectual property and the expansion construction of patent information database were analyzed in this paper. Through promoting and using patent information resource system in enterprises around the country， taking the enterprise as the research object， this paper put forward how to build a patent information application service platform for resource integration， opening and sharing， so as to strengthen the publicity and popularization and application of patent information in enterprises， and stimulate the internal driving force of enterprise to apply patent information for innovation and creation.

1 引言

专利作为知识产权的核心资源已经成为企业重要的无形资产和战略资源，是企业参与市场竞争的重要手段，是企业形成核心竞争优势的关键所在。科协系统是科技工作者的群众组织，是推动科技事业发展的重要国家力量，多年来在全国范围内向企业推广使用专利信息资源系统，服务国内企业达数万家，在增强企业自主创新能力、提高企业研发水平、促进企业科技发展方面取得了一定的成效。但是，基于我国知识产权国情和企业的实际情况，专利信息资源系统和专利信息服务企业工作还有許多需要改进和提高的地方，专利信息的企业推广应用工作还有很长的路要走。本文主要分析了目前国家知识产权运用的现状，企业对知识产权运用、保护、管理服务和对专利信息数据库扩展建设的迫切需求。通过专利信息资源系统在全国的推行工作，以企业为研究对象，提出了如何建设资源汇集、开放共享的专利信息应用服务平台，以此加强专利信息向企业的宣传与推广应用，并激发企业应用专利信息创新创造的内生动力。……
