摘 要：利用2015年安徽省土地利用数据，运用不同类型生态系统服务价值当量估算方法，将安徽省与江苏省、浙江省的生态系统服务价值比较，以及估算安徽省16个地级市的生态系统价值，作为生态补偿标准的依据。并且从加强科学研究、强化重点生态区域补偿、构建多元化生态补偿制度、实行复合行政等方面提出了构建生态补偿机制的建议。

Exploration of Compensation Standard Based on Ecological Service Value in Anhui Province

Abstract：Using the data of land utilization in 2015，the value of ecosystem services was compared with between Anhui Province and Jiangsu Province，Zhejiang Province based on estimation method for different types of ecosystem services value equivalent，and the value of ecosystem were estimated for 16 cities in Anhui Province，as the basis of ecological compensation standard. At the same time，Some suggestions to construct the ecological compensation mechanism were put forward from the aspects of strengthening scientific research，strengthening the compensation of key ecological regions，constructing diversified ecological compensation system and implementing compound administration.

十九大报告提出把完善生态补偿机制作为加快生态文明体制改革的重要内容之一。新安江流域是我国首个跨省流域的生态补偿机制试点，自2012年以来，实施生态补偿机制，取得了显著效果[1-2]。自2016年起，安徽省政府办公厅公布关于健全生态保护補偿机制的实施意见，逐步探索实现重点区域的生态补偿机制[3]。目前，生态补偿标准估算一直是生态补偿的核心问题，多数采用生态系统服务价值法、成本法、市场价值法、支付意愿法、财政能力保障法、收入损失法、费用分析法等，其中生态系统服务功能及其价值评估研究逐渐成为热点[4-7]。开展安徽省区域生态补偿，首先需要理清各行政区域的土地利用类型及其生态系统服务价值，这是建立市场化、多元化生态补偿机制的前提和基础。本文在分析安徽省土地利用类型的基础上，估算了安徽省各地级市的生态系统服务价值，为安徽省区域生态补偿标准提供参考依据。……
