摘 要： 宿州市探索建立的现代农业产业化联合体，在发展现代农业中具有创新意义。特别是联合体内农业龙头企业等三大新型农业经营主体（“农业企業、农民合作社、家庭农场”）发挥各自所长，有效破解了资金、技术、市场等诸多难题，顺应了经济新常态下“三农”新形势的发展需要，成为推进农村一二三产业融合发展的有效实现形式和现代农业经营体系的有益探索。

Abstract： The modern agricultural industrialization consortium， which is explored and established by Suzhou City， has the innovative significance in the development of modern agriculture， especially the three major new agricultural management bodies （“agricultural enterprises， farmers cooperatives， family farms”） and other new agricultural business entities （“agricultural enterprises， farmers cooperatives”） and other new agricultural management bodies， which have effectively cracked the capital， technology and market. Many difficult problems， such as field， conform to the development needs of the new situation of “three rural” under the new normal economy， and become the useful exploration of the effective realization form and modern agricultural management system to promote the integration and development of the first， second and third industry in the rural areas.

一、问题的提出

推进农村一二三产业融合发展，是加快转变农业发展方式、拓宽农民增收渠道、构建现代农业产业体系的重要支撑，也是推进农业农村经济发展、深化农业供给侧结构性改革、探索中国特色农业现代化道路的必然要求。现代农业产业化联合体是“以农业龙头企业为引领（核心）、农民专业合作社为纽带、家庭农场为基础”的“一体化、紧密型”的现代新型农业经营组织联盟。创建现代农业产业化联合体，是宿州市2012年在全国农村改革试验区“创新现代农业经营组织体系试验任务”中提出的。宿州市探索建立的现代农业产业化联合体，在发展现代农业中具有创新意义，特别是联合体内农业龙头企业等三大新型农业经营主体（“农业企业、农民合作社、家庭农场”）发挥各自所长，有效破解了资金、技术、市场等诸多难题，顺应了经济新常态下“三农”新形势的发展需要，成为推进农村一二三产业融合发展的有效实现形式和现代农业经营体系的有益探索，2014-2017年已经连续四年被写入安徽省委一号文件，在安徽省范围内逐步推开，取得了较好的改革成效。……
