摘 要： 旅游产业是陕西省的传统支柱产业。近年来，陕西省旅游产业快速发展，“十二五”以来陕西省旅游产业发展过程中面临周边环境秩序混乱，安全管理漏洞，商业气息过浓，旅游产品创新不足等问题。要推进旅游产业发展，就要营造良好的社会氛围，塑造鲜明的旅游形象；传承弘扬优秀传统文化；完善旅游公共服务，加强旅游市场监管；加强省际毗邻地区的旅游合作；以创新驱动推进旅游产业持续快速发展。

Abstract： Tourism industry is the traditional pillar industry of Shaanxi Province. On the basis of sorting out the current development of Shaanxis tourism industry since 12th Five-Year， this paper analyzes the problems faced by the development of tourism industry at present stage， and puts forward the countermeasures for promoting the development of tourism industry from five aspects； creating good social atmosphere and distinct tour image， inheriting and carry forward the excellent traditional culture， perfecting tour public service， strengthening the supervision of tourism markets， promoting tourism cooperation among neighbors areas， and advancing quick and continuous development of tourism industry.

陜西省是中华文明的重要发祥地之一，改革开放近四十年来，依托悠久的历史、底蕴深厚的文化资源逐步发展为我国的旅游大省。“十二五”以来，随着国家“一带一路”战略的实施，陕西省旅游业发展进一步提速，产业地位不断提升，对经济和社会发展做出了重大贡献。当前，陕西省处在加快发展的重要时期，加快旅游业发展对于转变发展方式、实现经济社会跨越式发展具有突出意义。

一、 “十二五”以来，旅游业对陕西省社会发展的贡献

（一）旅游业对地方经济贡献不断提升，对相关行业带动明显

近年来，陕西省依托丰富的历史文化、优美的自然山水、独特的风土民情打造出一系列旅游品牌，吸引了大量国内外游客来陕观光旅游，旅游产业规模不断扩大。2011到2016年间，全省接待境内外游客从1.84亿人次增加到4.49亿人次， 旅游总收入从1324.12亿元增加到3813.43亿元，均创历史新高。近六年来，全省接待境内外游客和旅游总收入年均增长分别为19.53%和23.56%，2017年上半年同比增长分别为15.99%和28.3%，旅游收入增长高于旅游人数增幅，旅游业正在成为全省经济增长转型升级的新引擎。……
