摘要：近年来，河北省在农业转方式、调结构、促改革等方面积极探索，有力推进了农业转型升级。随着农业农村发展进入新的历史阶段，农业的主要矛盾由总量不足转变为结构性矛盾。面对新形势，必须着力提升科技支撑与保障能力，深入推进农业供给侧结构性改革，加快培育农业农村发展新动能，推进现代农业发展，开创农业现代化建设新局面。

Abstract： In recent years， Hebei Province has actively explored the ways of agricultural transfer， structural adjustment and promotion of reform， which effectively promoted the transformation and upgrading of agriculture. With the development of agriculture and rural areas entering a new historical stage， the major contradictions in agriculture turned from structural deficiencies to structural contradictions. In the face of the new situation， efforts must be made to enhance the support and guarantee of science and technology， deepen the structural reform of the agricultural supply side， speed up the cultivation of new momentum for the development of agriculture and rural areas， promote the development of modern agriculture and create a new situation in agricultural modernization.

0 引言

河北是农业大省，农业覆盖面大，涉及人口多，支撑作用强，是国民经济基础性重要产业。近年来，全省农业系统牢牢把握促进农业增效、农民增收、农村稳定目标不动摇，狠抓重点工作，农业现代化建设取得显著成效，农业结构战略性调整不断深入，农业综合生产能力持续增强，农民收入持续快速增长，为经济社会发展提供了有力支撑。但是在发展之余，河北农业发展方面也存在着几方面的问题。

1 农业发展存在的问题

在经济步入新常态的背景下，河北省农业主要面临着农业基础设施和物质装备水平低、农业科技创新能力不足、产业化经营不高、生产结构不合理等挑战。

1.1 农业基础设施和物质装备水平偏低

农业基础设施薄弱、物质技术装备水平低，田间工程配套率不足20%，目前仍有1600多万亩耕地不具备灌溉条件。农业物质装备水平偏低的状况已向农业产前、产后环节延伸。
