摘要：固定资产是高校持续发展和建设的重要物质保障，特别是近两年国家在高等教育事业实施“一流大学、一流学科”的大背景下，更是凸显了资源保障对高校发展的重要性，而省属高校相对部属院校财政支持力度较小，作为资产的管理者，如何在精细化管理上下功夫，队伍建设成为我们面临的共同课题。通过对目前固定资产管理队伍分析，提出从考核激励、岗位设置、专技培训、晋升渠道、人文关怀等方面积极改进，建立适应省属高校发展要求的高水平固定资产管理队伍。

Abstract： Fixed assets are an important material guarantee for the sustainable development and construction of colleges and universities. Especially in the past two years， under the background of implementing "first-class universities and first-class disciplines" in higher education， the state highlights the importance of resource protection in the development of colleges and universities， and provincial counterpart colleges and universities have less financial support compared with department affiliated colleges and universities. For asset managers， how to make great efforts to refine management， team building has become our common problem. Through the analysis of the current fixed assets management team， it puts forward to actively improve the evaluation and incentive， post setting， technical training， promotion channels and humane care， and establish a high-level fixed asset management team that meets the requirements of the development of provincial colleges and universities.

0 引言

固定资产是高校办学资源与持续发展必不可少的物质基础。随着我国“双一流”战略提出：“以绩效为杠杆，建立激励约束机制、充分提高高校竞争力和发展活力”从某种程度上讲当前高校发展和竞争更是人、财、物的竞争，而省属高校相对部属院校获得财政支持力度较小，在资源保障有限的情况下，唯有通过提高资产管理者的精细化水平，进而提高资产有效利用率。因此，建立人员综合素质高、业务能力强的资产管理队伍是做好省属高校固定资产管理工作的重要保障。

1 省属高校资产管理队伍现状

1.1 资产管理体制 目前，省属高校国有资产实行“统一领导、归口管理、分级负责、责任到人”的管理机制，设立资产管理委员会（校财经委员会），统一领导学校资产管理工作，学校国有资产管理的重大事项由资产管理委员会研究通过，报校长办公室研究决定。……
