【摘 要】在新的历史条件下，面对世情、国情、党情变发生的深刻变化，以习近平为核心的党中央把马克思主义群众观与当前中国具体实际情况相结合，形成了以人民为中心的思想。习近平以人民为中心的思想是新时代中国特色社会主义思想的重要组成部分，学习和研究习近平以人民为中心的思想对构建和谐的党群关系、全面建成小康社会以及为实现中华民族的伟大复兴具有重要的实践价值。

【Abstract】In the new historical conditions， in the face of the profound changes of the world situation， national situation and the party situation， the Party Central Committee with Xi Jinping as the core， combinates Marx masses view with the specific actual situation of China， and forms people centered thinking. Xi Jinpings people centered thinking is an important part of socialist ideology in the new era of China. To study and research Xi Jinpings people centered thought has important practice value for the construction of harmonious party relations， the comprehensive construction of well-off society and the realization of great of rejuvenation of Chinese nation.

1 有助于構建和谐的党群关系

正确处理党群关系的问题，是无产阶级政党必须要面对的问题。无论是革命年代，还是建设和改革发展时期，中国共产党都紧紧围绕党与人民群众的关系，提出了一系列亲民、爱民、为民的新思想和新思路。党的十八大以来，习近平总书记高度重视党群关系，深入开展党的群众路线教育实践活动、改进工作作风、反腐倡廉等，其最终目的就是密切联系群众，推进党群关系的和谐，夯实党的执政地位和执政基础。

我们知道中国共产党的性质是工人阶级先锋队，中华民族、中国人民的先锋队，坚持立党为公、执政为民，坚持全心全意为人民服务的宗旨。马克思恩格斯：“过去的一切运动都是少数人的，或者为少数人谋利益的运动。无产阶级的运动是绝大多数人的，为绝大多数人谋利益的独立的运动”[1]。中国改革进入攻坚期和深水区，在国内外诸多因素的影响之下，党群之间出现了新情况、新问题，党群关系有了新挑战。……
