[摘 要] 以煤炭资源型城市鸡西市作为研究对象，根据鸡西市经济发展现状，分析鸡西产业转型的障碍。来自城市自身的障碍有产业结构失衡严重，资源消耗过度，生态环境失衡，基础设施不健全，以及再就业与社保压力过大。外部障碍包括配套政策阻碍，资金支持缺乏，市场环境危险，以及政府过多干预等。因此，对鸡西等煤炭资源型城市产业转型提出建议：着重延伸煤炭产业链，重组整合煤炭企业；开发利用新能源，发挥其他产业优势；大力发展服务业，创新“互联网+”产业；完善配套设施和相关政策，提高城市综合水平。希望大多数煤炭资源型城市都能够通过自身的努力尽快实现产业的转型升级，实现可持续发展。

Abstract： Taking Jixi， a coal resource-based city， as the research object， this paper analyzes the obstacles to the industrial transformation of the city according to the current situation of the economic development. The obstacles from the cityitselfinclude serious industrial structure imbalance， excessive consumption of resources， unbalanced ecological environment， imperfect infrastructure， and too much pressure on re-employment and social security. External barriers are supporting policy impediments， lack of financial support， risk of the market environment， and excessive government intervention. Therefore， suggestionsare proposed for the industrial transformation ofcoal resource-based cities like Jixi， including focusing on the extension of the coal industry chain with reorganization and integration of coal enterprises， developing new energy and having other industries play advantage， vigorously developing the service industry with innovation of industries integrated with the Internet technology， and improving facilities and related policies to promote the city's comprehensive level. It is hoped that most coal resource-based cities can realize the industrial transformation and upgrade as soon as possible through their own efforts， so as to achieve sustainable development.

一、引言

雞西市位于黑龙江省煤炭产业集群圈的南部，拥有100多年的煤炭开采历史，作为黑龙江省的四大煤城之一，累计为国家经济建设生产煤炭10亿吨。鸡西市一直利用自身丰富的资源和区位条件优势向祖国及世界各地输送煤炭，为国民经济做出了巨大贡献。然而新的经济形势下也使得鸡西矿区失去了原有的竞争力，一直以资源开采和初级加工为主的经济发展方式不再适应当今的产业市场。目前煤炭产品的生产和消费状况，也给鸡西的煤矿企业、煤炭职工以及城市的综合发展带来了一系列困难和挑战。加之，煤炭矿区的过渡开采生产，破环了自然的生态平衡，煤炭的消费也造成了严重的空气污染。……
