摘 要 在新常态下，如何面对工作中出现的新情况、新变化，更加高效地创新工会工作是高校工会面临的一项新课题。本文分析了高校工会当前工作的困境以及国内外学者的研究成果，提出以“特色项目制”为抓手，创新工会工作机制和形式，可以有效破解高校工会工作创新难问题，并为更好服务学校发展大局提供一些有益的尝试和实证依据。

Abstract Under the new normal， how to face the new situation and new changes in the work， and to innovate the work of the trade union more efficiently is a new topic for the trade unions of colleges and universities. This paper analyzes the plight of the current work of university trade unions and the research results of scholars at home and abroad， and puts forward a "characteristic project system" as the starting point， innovative work mechanism and form of trade unions can effectively solve the problem of innovation in the work of trade unions in colleges and universities， and provide some useful attempts to better serve the overall situation of the development of schools and empirical evidence.

当前，高等学校工会工作面临新形势、新任务，全体工会工作人员需要加强对教育工会特点的分析研究，直面突出问题，在工作中紧紧围绕“政治性、先进性、群众性”，创新工作理念，积极探索适合教育工会特点的工作方式方法，努力增强工作的创造性、科学性和时代性，下大力气破解制约工作开展中的难点问题。

1 当前高校工会工作面临的困境

1.1 高校工会在加强思想引领的方式方法上还有待完善

目前高校工会工作普遍存在工作方法问题包括：开展职工思想政治工作载体和手段贫乏，没有很好地使用职工乐于接受的语言和方式开展社会主义核心价值观的思想教育引导工作。活动开展主要以娱乐性为主，没有认真考虑政治导向和政治效果。新媒体在工会工作中的研究和推进力度效果不好，用网占网工作亟需加强。

1.2 高校工会作风建设还有待改进

群团组织的“四化”现象，在工会组织身上或多或少地存在着。主要表现为：基层工作不够深入，对职工群众所想所盼不够了解、不够热心、不够用心。……
