摘要：医护人员专业技术档案管理系统可以随时了解各科室各系列人员结构、医疗技术水平和科研教学等方面情况，为医院发展提供可靠依据并有利于医院领导进行宏观调控和决策。本文通过研发医护人员专业技术档案管理系统，全面系统地将医护人员的业务技术档案进行信息化管理，充分挖掘医护人员专业技术的信息资源，为医院各项工作提供信息服务，为专业人员职称评聘、领导决策和医院发展提供可靠依据。最大限度的满足医疗、科研和教学工作的需要，对医院发展具有十分重要的意义。

Abstract：Medical staff professional and technical file management system can keep abreast of the various departments of the series of staff structure， medical technology and scientific research and teaching aspects of the situation for the development of the hospital to provide a reliable basis and is conducive to the hospital leadership macro-control and decision-making.This article through the R&D medical staff professional and technical file management system，a comprehensive and systematic management of medical and technical personnel of the technical information management，and fully tap the medical staff of professional and technical information resources for the hospital to provide information services for professional titles employment，decision-making and hospital development to provide a reliable basis.The maximum to meet the medical，scientific research and teaching needs，the development of the hospital is of great significance.

隨着医院规模的不断扩大，医护专业技术人员越来越多人，同时医护专业技术人员的个人技术生涯中，能够体现个人能力的技术活动很多，如：个人业务进修信息集、个人短期培训信息集、个人发表论文信息集、科研项目信息集、院内考试信息集、个人技术考核信息集、个人学分登记表、个人技术职称变更信息集（工作履历）、个人奖励信息集、个人惩处信息集、质量控制信息集等。它们是医院人才考核、职称评审的主要依据，不仅关系到专业技术人员自身的利益，同时也关系到医院的发展[1]。以前用手工来管理医护人员的晋升、聘用、续聘等需要花费大量的人力、物力和财力。为了建立科学的考评医护人员技术能力体系，所以研发医护人员专业技术档案管理系统，其数据来源于各职能考核部门，独立于人事档案之外[2]，以提高管理人员的工作效率和科学管理方法，并适应医院的快速发展。……
