摘要：档案信息的利用与开发是当前在康复信息化改革中提高康复服务的一个热点问题。本文论述了档案的内含及价值，档案的开发和利用，阐明了档案信息在脑瘫儿童康复中的应用。依据档案信息的特征，基于信息系统工程的思想和方法，构建了康复策略优化过程。基于目标规划方法，提出了康复策略方案选择的数学模型，利用了模糊综合评价方法对策略效果进行评估，并基于效果结果的反馈提出了康复策略的优化方法，并且讨论了档案开发的发展方向。

Abstract：The use and development of archival information is a hot issue in improving the rehabilitation service in the reform of information rehabilitation.This paper discusses the inclusion and value of archives，the development and utilization of archives，and clarifies the application of archival information in the rehabilitation of children with cerebral palsy.According to the characteristics of archival information，based on the idea and method of information system engineering，the rehabilitation strategy optimization process is constructed.Based on the goal planning method，the mathematical model of the rehabilitation strategy scheme is put forward.The fuzzy comprehensive evaluation method is used to evaluate the effect of the strategy，and the optimization method of the rehabilitation strategy is put forward based on the feedback of the effect results.Finally，the development direction of archives development is discussed.

脑性瘫疾是小儿从出生前至出生后一个月内，因各种原因所致的非进行性脑损伤综合征。主要表现为中枢性运动障碍及姿势异常，同时经常伴有不同程度的智力障碍、语言障碍、癫痫及视觉、听觉、行为和感知异常等等多种障碍[1]。基本病理为大脑皮质神经细胞变性、坏死、软化、纤维化、萎缩、脑沟增宽、脑白质丧失，以及由于各种先天性畸形等而导致的大脑功能失调。它严重地影响小儿的生长发育、生活自理和接受教育的能力。脑瘫最常见的病因学方面的原因，包括早产、窒息、高胆红素血症以及颅内或颅外脑损伤。脑瘫按神经病学分为五种主要类型：痉挛型、弛缓型、手足徐动型、共济失调型、混合型。

脑瘫康复治疗的目的是减轻致残因素造成的后果，尽最大努力改善功能，提高运动能力，语言能力和生活自理能力，争取达到能接受教育和生活自理。……
