【摘 要】从我国现行环境评价体系来看，对污染物进行处理与控制时并不能将其与污染物的产生过程有机地结合在一起，导致资源过度浪费。在新时代发展中，为提升资源利用率，对污染物进行有效控制，特将“清洁生产”理念引入我国环境影响评价理念之中，通过对污染物产生来源进行分析，从污染源头对污染物进行控制，以达到清洁生产效果，加快我国工业化的发展与改革。

【Abstract】From China's current environmental evaluation system， when dealing with and controlling pollutants， they can not be organically combined with the process of pollutants generation， or it could lead to excessive waste of resources. In the new era of development， in order to improve the utilization rate of resources and effectively control pollutants， the concept of “cleaner production” was introduced into the concept of environmental impact assessment in our country， through the analysis of the pollution sources， control the pollutants from the source of pollution， so as to achieve the effect of cleaner production and accelerate the development and reform of China's industrialization.

1 引言

自1990年起，我国工业发展企业特将“清洁生产”思想引入环境影响评价体系中，通过清洁生产工作，提升资源利用率，提高工业运行的经济效益，促进企业全面发展。

2 清洁生产思想在环境影响评价中的意义

“清洁生产”理念从根本上改变了我国传统的生产方式与管理模式，其在环境影响评价中的运用主要有以下几方面优势：第一，降低工业建设末端处理负担。末端处理关键是对污染物排放浓度及排放量的处理与完善，污染物的浓度越高、排放量越大，对末端处理难度也就越大。将“清洁生产”理念运用其中，可以在污染物产生之前对其进行处理，以减少污染物的浓度及排放量，从而降低工业建设末端处理负担[1]。第二，提升建设污染防治措施可靠性。在工业生产中，所产生的污染物具有较强的复杂性与多样性，且治理技术经常与理论数据相互违背，严重制约污染物治理技术的开展。……
