摘 要 目的：构建统一的培训标准体系，保证检查员的培训效果，提高我国GMP检查工作的质量和有效性。方法：通过国内外药品GMP检查员培训标准体系对比研究，分析我国药品GMP检查员培训标准体系的现状及存在问题。结果：我国与国际先进国家药品监管机构在药品GMP检查员培训标准体系上存在较大差距。结论：编写一套全面的、系统的药品GMP检查员培训教材，探索制定出培训标准体系是完全有必要的一项基础性工作。

Contrastive study on the training standard system of GMP inspector at home and abroad

ABSTRACT Objective： To establish a unified training standard system so as to ensure the training effect and improve the quality and effectiveness of drug GMP inspection. Methods： The current situation and the existed problems in the training standard system of Chinese GMP inspector were analyzed by the contrastive study on the training standard system of GMP inspector at home and abroad. Results： There existed a big gap between China and the foreign advanced countries in the training standard system of drug GMP inspector. Conclusion： It is necessary and important to write a comprehensive and systematic training teaching material for GMP inspectors and to explore the training standard system.

药品GMP检查是各个国家药品监管机构对药品生产企业监管的主要方法之一，主要依靠药品GMP检查员来进行。因此，对于药品GMP检查员的培训就显得尤为重要，检查员的专业知识和检查经验直接决定了检查工作的质量和监管的效能。国内药品GMP认证检查始于1994年，迄今為止已历经20多年，但尚未有任何部门和机构编写出一套全面系统的药品GMP检查员培训教材，国内检查员的培训一直处于探索、改进的过程中，无法有效保证检查员的培训效果，使检查标准难以统一，影响了检查工作的质量和有效性。

本文通过对英国药品和健康产品监管局（Medicines and Healthcare Products Regulatory Agency， MHRA）、美国食品药品监管局（Food and Drug Administration，FDA）、中国国家食品药品监督管理总局（China Food and Drug Administration， CFDA）的药品GMP检查员培训标准体系进行对比研究，分析我国药品GMP检查员培训标准体系的现状及存在问题，为编写全面系统的药品检查员培训教材，构建统一的培训标准体系提供依据和参考。……
