【摘要】作为我国的一项重要的基础设施，在进行水利工程的开发建设过程中，其施工质量，往往会对区域经济的发展产生直接的影响作用，因此，我们必须要强化对水利工程的施工管理工作。为保证精细化管理积极作用在实践中的全面发挥，满足现阶段我国水利资源开发工作的客观需求，推动水利工程开发建设工作的有序进行，要求相关管理人员不断进行管理观念的更新与发展，充分认识到精细化管理在水利工程开发建设中的积极意义。

目前，水利工程建设不仅对人类的发展具有重要意义，还能够为我国的发展提供不竭动力，改善我国各地区之间水资源分布不均的现实情况。在水利工程建设的过程中，实施精细化管理是建筑工程质量的根本保证。正是由于一些水利工程忽视精细化管理，依然采用粗放的管理方式，严重阻碍了我国水利工程的发展。为了能够更好地提高项目施工建设效率，实现水利工程项目的全面发展迫在眉睫。

1. 水利工程精细化管理的基本概述
