摘 要：随着我国城市化和工业化进程的不断加深，高速铁路、公路等基础设施的快速发展，输电线路外力破坏的发生愈加频繁。运行数据表明，吊车碰线、违章施工、山火、盗窃等外力破坏故障已成为线路事故跳闸和强迫停运的主要原因，在输电线路保护区机械作业、违章施工、建房、植树、修路、挖沙、取土、开山放炮、围堰挖塘、钓鱼等违章违法行为屡禁不止，对电网的安全稳定运行造成了严重的威胁。该文从宜昌地区架空输电线路通道防外破管理入手，探究了防外破管理的理念和目标，提出了源头控制、健全网络、强化执行、科技创新的管理模式并进行应用，通过对实施效果的跟踪统计表明，外力破坏导致的线路跳闸得到了有效控制。

Discussion on Management Mode of Outer Breakage of Overhead Transmission Line

Abstract：With the deepening process of China's urbanization and industrialization as well as the rapid development of infrastructure like high-speed railways and highways， transmission lines are under increasingly frequent external-force damages. The operation data shows that failures， which are caused by eternal-forces damages like crane crash， illegal construction， mountain fires and theft， have become the main reasons of line tripping and forced shutdown. Illegal behaviors such as machinery operation， illegal construction， house building， planting trees， road construction， sand excavating， earth excavating， mountain excavating & explosion， creating cofferdam & ponds and fishing in transmission line protection areas continue to occur despite repeated prohibitions.All these have posed serious threats to the grid's safe and stable operation. Aiming at the management of protecting overhead transmission line channel in Yichang area from external forces damages， this article explores the ideas and goals of anti-external-force damages management. It puts forward and applies management methods like source control， improving the network， strengthening implementation， and science & technology innovation. Through statistics on the tracking of implementation effects， it shows that line tripping caused by external-force damages has been effectively controlled.

输电线路防外破管理作为国网公司“大检修”体系建设的一项具体要求，是强化输电线路运维职责、保障电网安全稳定运行的重要措施。随着宜昌省域副中心城市建设的不断推进，工程建设项目数量大幅增加，线路外部环境越来越恶劣，导致防外破工作管控难度大、任务艰巨，压力空前。面对日益复杂的形势以及自身身份的转变，通过开展建立組织机构、明确工作职责、梳理工作内容、优化工作流程等一系列工作，从内外结合、疏堵结合、严细结合等方面下功夫，可以使电力设施防外破工作可控、能控、在控。
