摘要： 社区教育是社会服务的主要内容之一。自党的十六大以来，每一届政府都把“构筑现代国民教育体系、终身教育体系，创建学习型社会”作为全面建设小康社会的重要内容之一。随着政府购买社会服务的进一步推广，将有更多有特色有针对性的培训项目、活动组织面向市场公开招标。本文以北京市西城区为例，通过分析西城区实施政府购买服务的现状及其存在的问题，提出相应的信息发布、机构遴选及专家评分机制方面的对策和建议。

Abstract： Community education is one of the main contents of social service. From the 16th National People's Congress of Communist Party of China， the government takes "building modern national education system and lifelong education system， creating learning society" as one of the important contents of building well-off society in an all-around way. With the further promotion of government purchasing social services， there will be more targeted training programs and activities organized for the market open tender. This paper takes Xicheng District of Beijing as an example， through the analysis of the implementation of government procurement services in Xicheng District and the existing problems， the corresponding countermeasures and suggestions for information release， institutional selection and expert scoring mechanism are put forward.

1 背景介绍

1.1 实施政府购买社会服务是政府提供公共服务的重要方式

2013年9月，国务院办公厅发布了《关于政府向社会力量购买服务的指导意见》，提出未来我国将初步形成政府主导、社会参与、公办民办并举的公共服务供给模式，并采用公开招标、邀请招标、竞争性谈判、单一来源、询价等方式确定承接主体，由政府付费，委托社会力量为政府直接向社会公众提供公共服务事项。文件的出台，为政府向社会力量购买服务指明了方向，也为政府购买服务的规范化建设打下了牢固基础。

1.2 政府购买社会服务项目方兴未艾

仅以北京市为例。调查显示，自2010年以来，北京市市级社会建设专项资金已累計购买2252个社会组织服务项目，总投入达3.5亿元。在已结项的1544个项目中，参与社会组织达34900个次，服务对象1120万人次，开展活动27万场次，累计提供专业服务680万小时，撬动配套资金6亿多元。……
