摘 要：随着舟山港综合保税区的运行和 “三位一体”港航物流体系的建立，大力发展港航物流将成为舟山新区建设的重头戏，而港口物流业的发展又与金融支持密不可分。目前我国港航物流金融正处于起步阶段，舟山港港航物流发展中金融配套支持尚存在诸多不足之处。文章分析指出了舟山港港航物流金融发展中存在的问题，结合保税区的政策优势，提出可以通过建立港航金融外包体系、建立良好信用体系以及积极进行金融创新等模式提升舟山港港航物流金融发展。

Abstract： Following the operation of Zhoushan port free trade zone and the port-shipping logistics system， shipping logistics has become the highlight in the construction of new Zhoushan district. And the financial support plays an important role during its development. At present， China port-shipping logistics financial development is in initial stage， there are still many imperfections in Zhoushan port-shipping logistics financial system. Based on the analysis of problems in Zhoushan port-shipping logistics financial development， this paper points out some affordable financing support suggestions in the development of Zhoushan port-shipping logistics finance.

1 港航物流金融相关综述

物流金融由于可以有效解决供应链中各企业的融资困难问题，并且能够通过物流企业对货物的监控有效降低银行的贷款风险，从而迅速发展，成为了广受关注的一个新的学科。Poe[1]（1998）指出存货和应收账款都应是融资业务所主要考虑的担保物，批发商、零售商等都是融资应考虑的对象。Fenmore[2]（2004）对物流金融中新兴订单业务进行了研究，认为物流金融可以有效地帮助一些信誉处于中等水平的公司在出现不规律的资金需求时获得相应的资金支持。Gonzalo[3]（2006）通过对短期供应链管理的研究，明确提出了短期供应链通过其合理完善的管理模式提高了企业的运作和融资水平，最终使企业收益得到提升。在国内，罗齐和朱道立[4]（2002）提出了一个综合性的第三方物流服务平台——融通仓模式，它不仅使银行与企业间建立有效合作，解决中小企业融资难问题，而且能有效融入中小企业供应链体系中，为其提供高效的第三方物流服务。……
