摘 要：文章旨在探讨“一带一路”战略下我国智慧物流的发展，首先针对当下热门话题“一带一路”战略对我国智慧物流发展的影响进行了分析探讨，然后简要介绍了我国智慧物流的发展现状以及存在的问题，在此基础上，最后提出了“一带一路”战略背景下智慧物流发展的建议，包括智慧物流管理体制机制的健全，建立完善的信息服务平台以及物流人才培养的相关问题。

Abstract： This paper discusses the development of smart logistics under the new strategy of“One Belt， One Road”in our country. Firstly briefly introduces the development status and existing problems of smart logistics in China. Based on this， the paper discusses the influence of the strategies of“One Belt， One Road”to the development of smart logistics. Finally put forward the suggestions of the development of the smart logistics under the strategy of“One Belt， One Road”， including the improvement of the smart logistics management system， the establishment of a sound information service platform， and the training of logistics talents.

0 引 言

“一带一路”是2014年党中央、国务院提出的新时期、新常态下的战略，是发展我国经济和物流的国家发展战略，同时也是创造和发展我国海上物流的发展战略，从而会形成陆路和海洋两大战略物流通道，并形成和发展我国的多种物流体系。

我国物流技术协会在2009年提出了“智慧物流”的概念。当前，智慧物流呈现出了高效便捷性、能够显著降低企业成本等优势，所以我国政府和企业对智慧物流的发展都比较重视[5]。但是较之其他发达国家，我国的物流业还相对比较落后，特别是物流信息的标准不健全、物流企业的规模较小且布局管理散乱等问题成为我国物流业的发展的瓶颈。

对于智慧物流发展的研究，不少学者提出了自己的观点，Jenni Eckhardt等人分析了多通道运输和成本效益，并指出了智慧物流在多通道运输和成本效益中的作用[1]。Andrzej Adamski等人分析了物流的分层集成，并提出了分层集成智能物流系统平台[2]。……
