摘 要：从物流需求和物流发展规划两个方面，分别描述滇桂黔3省（区）的物流发展的规模、基础设施和政策环境。文章通过对相关地区物流基础设施、物流业务量等统计数据整理分析滇桂黔地区物流业发展的现状，进一步深入分析物流发展中存在的问题以及产生的原因，并提出未来本地区物流业发展的建议，即完善物流网络和体系，发展国际物流，引育龙头企业，借助互联网等新科技，统筹城乡发展。

Abstract： From two aspects of logistics demand and logistics development planning， the scale， infrastructure and policy environment of the logistics evelopment of the 3 provinces（regions）of Yunnan， Guangxi and Guizhou province were described respectively. According to the statistical data analysis of the current situation of the development of the logistics industry of Yunnan， Guangxi and Guizhou， area of logistics infrastructure， logistics business and other related areas， further analysis of the existing problems in the development of logistics and the causes， and puts forward the future development of the region logistics industry suggestions. That is to improve the logistics network and system， the development of international logistics， leading enterprises， with the help of the internet and other new technologies， urban and rural evelopment.

1 滇桂黔地区物流基础设施状况

1.1 陆路。截止到2015年底，广西、贵州、云南3省（区）合计公路总里程为52.47万公里，占全国总量的11.46%，其中高速公路总里程为13 433公里，占全国总量的10.88%；铁路总里程为11 103公里，占全国总量的9.2%，其中高速铁路为1 639公里，占全国总量的8.6%。2015年滇桂黔地区陆路运输里程及周转量具体见表1。

由此可以看出，广西、贵州、云南3省（区）公路、铁路基础设施建设还比较滞后，占全国总量比重不高。高等级的公路和铁路占比呈下降趋势。这其中的原因主要有：（1）滇桂黔等地多为山区，修建基础设施存在较大难度；（2）投入产出存在较大差异，不盈利；（3）部分设施建成后使用率低，造成资源浪费；（4）投入资金与力度不足。

2015年全年广西、贵州、云南3省（区）合计公路运输货物周转量为4 299.62亿吨公里，占全国总量的7.4%，公路运输旅客周转量为1 163.19亿人公里，占全国总量的10.83%；铁路运输货物周转量为1 504.69亿吨公里，占全国总量的6.3%，铁路运输旅客周转量为637.29亿人公里，占全国总量的5.3%。……
