摘要：发展体育休闲产业，是灞桥生态新区的战略性选择。灞桥生态新区体育休闲产业的发展，是发挥自身优势的重要举措，是打造生态城市的战略需要，是促进经济增长的新型手段。西安灞桥生态新区要促进体育休闲产业的发展，就需要采取若干措施。具體表现在：提高政府的管理与服务水平，积极引进国内和国际高水平的重点体育赛事激发竞技体育市场，合理规划与建设体育休闲服务产业体系，建立多元化的投融资体制进行市场化开发。

Abstract： Developing sports and leisure industry is a strategic choice for Baqiao District. Sports and leisure industry in Baqiao District is the important development measure to play its own advantages， the need to build eco-city and the new means to promote economic growth. It needs to take measures to promote the development of sports and leisure industry in Baqiao District. The specific measures are improve government management and service levels， actively introduce domestic and international high-level sport events to stimulate sports market， plan and construct the sports and leisure industry system and establish diversified market-oriented investment and financing system.

0 引言

近年来，国内各大城市的中心城区由于自然环境保护和生态修复不力问题引发出很多“城市病”。因此，全国各地大城市周边的城市新区纷纷探索生态城市的发展模式。作为大城市地区未来人口扩张和产业转移的重要承接区域，作为城市发展模式的试验区域，新区的发展状况直接关系到大城市的整体发展，新区的发展模式关系到城市未来的发展模式。

1 西安灞桥生态新区发展体育休闲产业的必要性

1.1 发展体育休闲产业是发掘自身优势的重要举措

推进城市发展必须识别和发挥自己的竞争优势。只有抓住竞争优势，才能突出自己的发展特色，才能提升自己的竞争力，才能实现又好又快的发展。纵观全国乃至全球发展良好的城市，都是由于抓住自身的核心优势、打造城市专业特色，这可以说是一条规律。……
