我国医疗机构第三方评审模式构建研究

通过对国际上医疗机构评审先进经验的梳理，采用文献分析法、深度访谈法和专家咨询法，及理论探讨和实证研究相结合的方法，结合国内部分省市医疗机构第三方评审评价的经验和教训，分析不同模式的特点和不足，提出构建适合国内国情的医疗机构第三方评审评价模式与路径，为在国内推动医疗机构第三方评审模式提供理论支撑。

【Abstract】Based on the analysis of the experience and practice of hospital accreditation in foreign countries and the experiences and lessons of third party accreditation in pilot provinces， the characters and defects among diff erent modes are analyzed by the methods of literature review，in-depth interview and Delphi to build a third-party accreditation mode and its pathway which can match the national situations in China and give reference for promoting third party accreditation in China.

医疗机构评审是国际上盛行的一种医疗机构质量评估制度。其含义是由一个医疗机构之外的专业权威组织对这个医疗机构进行评估，以评价评定这个机构满足质量管理体系标准的符合程度。其目的和本质是为了强化医疗服务质量，提高医院科学管理水平，与时俱进地促进医院标准化、规范化、科学化和现代化建设与发展。国内有学者认为，我国医疗机构评审的主要特点是采用系统标准，具有周期性，和医疗机构等级评定相关联。

医疗机构评价则是指外部或内部根据其他专项标准（如医院感染、手术室、供应室等）开展的评价和持续质量改进工作。相比于医疗机构评审，后者一般是采用专项标准，无周期性，也与医院等级评定无直接关联。医院第三方评审是区别于医院（第一方）和政府（第二方）之外的一方。由于第三方与第一方、第二方既不具有隶属关系，又没有利益关系，所以一般也称为“独立第三方”。……
