基于ERC授权评估工具的高等职业教育国际化发展评价及应用研究

国际化是当今高等职业教育的重要发展趋势，但高等职业教育国际化的评价标准尚未达成共识，如何构建科学、有效的高等职业教育国际化评价指标体系，并将其进行合理运用意义重大。研究遵循职业性、参与性、行业性和发展性的基本理念进行评价指标体系的构建，以国际化的规划、条件、渠道、内容、范畴和程度六个一级维度为基本框架，以28个二级维度为具体要素。评价指标体系的应用需相关主体协同参与，通过ERC授权评估工具进行深度评价，并对评价结果进行合理运用。

【Abstract】International development is the trend of higher vocational education, but the evaluation standard is deficient.Thus establishing an effective evaluation system is very important and significant. According to the notions of vocation, participation, industry and development , an evaluation system is to be established that contains six aspects, namely, plans, conditions, ways, contents, categories and degrees, together with 28 elements to judge the international degree of the college.In this paper,we use ERC to judge the international degree profoundly and use the results to improve the international development of the college.

早在古希腊就有了教育国际化的萌芽，当时先哲的游学已经成为一种风气。之后到中世纪，那时的大学已经具有了明显的国际性和职业性。[1]有第一所现代大学之称的柏林大学，堪称高等教育国际化的典范，柏林大学自创办始就鼓励教师及学生的跨国交流。时至今日，高等教育国际化已经成为全球化在教育领域的重要体现，成为世界高等教育三大发展趋势之一。[2]高等职业教育作为高等教育的重要组成部分，同样已经踏入了国际化的洪流之中，国际化已经成为当今高等职业教育的重要发展趋势。如何具有国际化的办学视野，如何应对全球化对高等职业教育提出的严峻挑战，又如何使高等职业教育的发展具有国际水准，引起了人们的思考，并推动着相关实践探索。……
