摘要：本文在分析档案开放与政府信息公开存在脱节问题的基础上，提出将文件与档案的密级确定与标识纳入文件与档案一体化管理体系，贯穿于文件制发时的初始确定、归档整理时的补充确定和室存档案移交进馆时的审查确定，将公文标密、政府信息公开审查及馆（室）藏档案开放鉴定融为一体，按照《文献保密等级代码与标识》统一标注密级，以期促进政府信息公开与档案开放工作的便捷整合与高效服务。

Abstract： The article will start from analysis of the inconsistency between open archives and open government information， and then proposes identification as well as integration of document classification level and codes， through document producing （for initial identification）， archiving （for additional identification） and transferring （for final identification）. In order to provide highly efficient and effective service， the author suggests unifying the document classification level codes according to Codes and Marks of Classified Level for Documents.

随着《中华人民共和国政府信息公开条例》（以下简称《条例》）的颁布实施，“档案开放”与“政府信息公开”不协调甚或是冲突的问题凸显出来。“这种冲突若得不到有效解决，政府信息公开的发展必然会受到极大的制约。”[1]因此，“正确把握政府信息公开环境下档案开放问题的路径成为当前档案界必须面对的一个重要问题”。[2]本文在分析档案部门开展政府信息公开与档案开放工作存在脱节问题的基础上，提出应尽早推行文档一体化密级确定与标识工作，以期促进政府信息公开与档案开放工作的便捷整合与高效服务。

1 政府信息公开与档案开放工作现状不甚理想

1.1 目前政府信息公开服务查询难尽如人意。《条例》第十六条规定，各级政府应当在国家档案馆、公共图书馆设置政府信息查阅场所，并配备相应的设施、设备，为公民、法人或者其他组织获取政府信息提供便利。……
