摘 要：当前，世界范围内灾害的发生及其产生的负面影响正在不断加剧，与灾害的频繁发生形成鲜明对比的是，尽管自然和社会科学关于灾害和灾难的研究都已经取得了进步，但是学术上的成果并没有带来能够在现实中有效应用和实践的策略，世界各地因为灾害造成的损失仍然在不断增加。在当前灾害的研究中，不仅没有形成自然科学与社会科学跨学科交叉的研究理论与方法，而且还存在着学术研究与政策制定无法结合、研究成果不能应用到应对灾害实践中去的问题。在这一背景下，灾害研究需要一种能够结合学术研究与政策制定的跨学科、跨领域的综合研究。基于灾害风险综合研究的视角，以独克宗古城为研究案例，探讨在古城恢复重建过程中的灾害风险治理策略，以及当地传统藏族文化和知识可以发挥的积极作用，同时为今后国家中央和地方各级政府制定有关古城镇等历史建筑保护和管理的政策法规提供参考。

Abstract： Currently， the occurrence of disasters around the world and the negative effects they are having are continually intensifying. In stark contrast to the frequent occurrence of disasters， although the research on hazards and disasters in science and social science have made progress， academic achievements cant bring strategies for effective application and practice in reality， and losses caused by disasters around the world are still growing. The current research on disaster not only hasnt formed interdisciplinary research theories and methods between science and social science， but also has the problems that academic research cant integrate with policy making and research achievements cant be applied in the practice of disaster response. In such circumstance， disaster research needs a interdisciplinary comprehensive research which can integrate academic research with policy making. Based on the perspective of comprehensive research on disaster risk， taking the old town of Dukezong as an research example， the article discussed governance strategy for disaster risk in the course of restoration and rehabilitation of the old town， explored the positive effect of local traditional Tibetan culture and knowledge， and provided a reference for both the central and local governments to make policies and regulations for the conservation and administration of historical architectures such as old town， etc.
