摘 要：城镇化建设是实现现代化的必由之路，也是当前我国扩大内需、推动经济社会发展的强大引擎。城镇化的发展应充分以城乡一体化协调发展为视角，否则会严重影响城镇化的质量和效果。以兰州市城镇化现状为分析样本，着重分析当前兰州市城镇化建设中存在的突出问题，以及如何来更好地推进城镇化建设，为城乡一体化协调发展提供相应措施和建议。

Abstract： Urbanization is the only way to achieve modernization， is currently the country to expand domestic demand， promote a powerful engine for economic and social development. Development of urbanization should be fully integrated and coordinated development of urban and rural perspective， otherwise it will seriously affect the quality and effect of urbanization. In this paper， the status quo of urbanization in Lanzhou City for the analysis of samples， analyzes the current outstanding problems in Lanzhou City Urbanization exist， and how to better promote urbanization， and provide recommendations for the integration of appropriate measures to coordinate urban and rural development.

1 引言

城镇化是现代化的必由之路，也是党的十八大提出的“新四化”之一，是保持经济持续健康发展的强大引擎，也是拉动就业的巨大推动力，对扩大内需和促进产业升级、推动区域经济协调发展、全面建成小康社会具有重大意义。同时，城乡一体化的协调发展也是解决我国“三农”问题的重要途径与有效举措。

城镇化是一个农业人口不断减少、城镇人口不断增加的动态过程，其具体表现形式通常有两种：一是农村人口不断向既有城镇的积聚，即人口在市场力量推动下的自然迁移；二是农村人口的就地城镇化，即由政策拉动的结果。

针对城乡二元结构矛盾问题，党的十七大报告就明确提出要建立以工促农、以城带乡的长效机制，形成城乡一体化发展的新格局，把统筹城乡区域协调发展与推进城镇化结合起来。改革开放30多年来的实践也一再证明，城乡一体化是解决“三农”问题，加快农业、农村现代化的有效途径，也是加快城镇化的一个重要环节。……
