[摘 要] 对河南省生态文明建设现状、关键因素及趋势进行系统诊断基础上，构建基于市场-政府与社会多元参与的生态文明建设逻辑框架，克服市场主体短期利益取向导致的产业粗放型增长、政府条块分割引起的碎片化管理与和多元社会力量参与缺失带来的生态文明建设困境。为此，构建基于“市场-政府-社会”框架的生态文明建设网络结构和协同行动体系，通过责任、组织协同和资源整合优化生态文明建设路径。

The Present Situation，Predicament and Path Innovation of Ecological Civilization Construction in Henan Province

Abstract：Based on the diagnosis of the present situation， key factors and trend of the ecological civilization construction in Henan Province，a logical framework about the construction of ecological civilization is constructed based on the multi-participation of market，government and society. The extensive growth ofindustries led by short-term interest orientation of market subjects，the fragmentation management induced by government compartmentalization segmentation and ecological civilization construction difficulties due to the lack of multi-participation of social forces are overcome. Thus，we should construct a network structure and collaborative action system of ecological civilization based on the framework of market-government- society，and optimize the path of ecological civilization construction through the responsibility，organization coordination and resources integration.

党的十八大将生态文明建设与政治建设、经济建设、文化建设、社会建设一起列为五大战略之一，这标志着我国生态文明建设迈向了新的历史时期。生态文明是继工业文明之后人类文明发展的新阶段，强调人与自然、人与社会、人与人的和谐共生、良性循环，遵循人、自然、社会的全面发展、和谐发展、持续繁荣的客观规律而实现的物质与精神成果的综合。按照党的十八大对生态文明建设的部署，生态文明是人类社会为了保护生态环境和建设美丽家园而取得的物质、精神和制度成果的总和，贯穿于经济建设、政治建设、文化建设和社会建设的全方位、全过程，反映了社会文明进步形态。党的十八大对我国的生态文明建设进行了部署，提出要坚持预防为主和综合治理，以解决群众关心的和损害群众健康的生态环境问题为重点，重点对大气、水源和土壤污染等进行治理。……
