反腐新常态下如何做好项目档案工作——以滁州市公管局项目档案管理为例

摘要公共资源交易市场是社会主义市场体系中的重要组成部分。近年来，各地积极推进公共资源交易市场建设。截至2014年底，全国县级以上各类公共资源交易市场4000多个，其中，集中统一的市场1200多个。这对于促进和规范公共资源交易活动，加强反腐体制机制建设发挥了积极重要的作用。但在公共资源交易市场的建设和运行过程中，也暴露出不少问题，主要是重复建设，资源不共享；运行不规范，公开性不够；干预交易主体自主权，加重企业负担；以及交易服务、管理和监督职责不清，监管缺位、越位、错位等现象，但是上述问题均可以通过加强公共资源交易项目档案管理来实现历史再现，恢复每一次项目招标采购的完整过程。通过规范化、制度化的有效管理，让违法违规行为在项目档案中留下蛛丝马迹。

Abstract The public resources trading market is an important part of socialist market system. The actively promoting the construction of public resources trading markets in recent years. At the end of 2014, all kinds of public resources trading markets at or above the county level in more than 4000, among them, the centralized and unified market more than 1200. It's promoted and standardized the public resources trading activities, strengthening the construction of system and mechanism against corruption has played a positive role. But in public resources trading market in the process of the construction and operation, also exposed some problems, it mainly is the repeated construction and resource sharing; Operation is not standard, publicity is not enough; Intervention trading main body autonomy, to aggravate the burden; And trading service, management and supervision, supervision vacancy, offside, dislocation phenomenon, but all these issues can be solved through strengthening the public resources trading project archives management to realize the historical representation, restore the complete process of each project bid procurement. Through the effective management of standardization, institutionalization, violation behavior left traces in the project archives.
