[摘 要]种植业是关系国计民生的特殊行业，粮食安全始终是关系国民经济发展、社会稳定和国家自立的全局性重大战略问题。近年来，黑龙江省种植机械市场呈现出明显的全球性竞争态势，在严峻的市场形势下，只有明确知识产权现状，并针对实际情况制定合理的专利战略措施，才能促进核心技术和自主知识产权的产生，提升黑龙江省农机企业竞争力和市场占有率，促进黑龙江省农业机械工业的快速、健康和可持续发展。

[Abstract] Farming is a special industry in the national economy and people's livelihood， and food security is always the major strategic issue which impacts national economic development， social stability and national independence. Heilongjiang provincial planting machinery market presents obvious global competition， however， determiningstatus quo of intellectual property at present and setting up reasonable patent strategy measures will promote the generation of the core technology and independent intellectual property rights， lift Heilongjiang provincial planting machinery enterprise competitiveness and market share so as to promote agricultural machinery industrial development of Heilongjiang province rapidly， healthily and sustainably.

种植业是关系国计民生的特殊行业，粮食安全始终是关系国民经济发展、社会稳定和国家自立的全局性重大战略问题。种植业机械是粮食规模化生产的重要手段，是实现粮食高产稳产的主要技术支撑，是加强粮食综合生产能力建设的重要内容。推广应用先进的种植业机械能够抢农时，增积温，增强农作物抵抗自然灾害能力，保证深松改土、精密播种、变量施肥、同步喷药等先进农业技术实施到位，实现粮食生产标准化作业，提高粮食产量和品质，具有显著的增产增收作用。实践证明，现代农业靠科技，科技应用靠农机，农业机械化是黑龙江省粮食生产发展强有力的助推器。

从国外情况来看，近15年专利申请量趋于平稳态势，呈现技术成熟期的特征，而中国近10年专利申请量迅速增长，具有较大的发展空间（见图1）。……
