[摘 要] 本文通过对黑龙江省26家农民用水户协会的调查，运用二元Logistic回归方法实证分析了影响农民用水合作组织成员行为选择的因素。研究结果表明，成员的文化水平、灌溉方式、灌溉面积、心理认知、农民用水合作组织的组织制度建设情况等10个因素对农民用水合作组织中成员的行为选择有显著性影响。因此，加强对成员的文化知识与技能培训，改善成员对农民用水合作组织的认识，健全农民用水合作组织的制度建设，有利于推动成员的积极合作。

[Abstract] This study analyzed the factors influencing members behavior choice of farmers' water cooperative organization through the survey of 26 farmer- water- user association of Heilongjiang， using binary regression method of Logistic. The results showed that almost 10 factors as cultural level of the members， irrigation， irrigation area， the psychological cognition， farmers' water cooperative organization system construction affect members behavior choice observably. So it is a good way to promote members cooperation with the strategies of strengthening the cultural knowledge and skills training， improving the understanding of farmers' water cooperative organization members and the sound construction of the organization.

农民用水合作组织是在自愿和民主的原则下，依据政策法规，由灌区农户组建的管理灌区农田水利设施建设、维护、水费收取等的一种非营利性的社团组织，其表现形式为农民用水户协会、水利合作社、灌溉合作社等。农民用水合作组织的成立将农田水利建设由过去完全依赖政府进行转变为农民的自主参与，是水利改革的一次重大创新。我国从1995年开始在湖南、湖北省成立第一批农民用水合作组织，目前其发展已进入实质性的推进阶段。但在农民用水合作组织运行过程中，用水户的合作意愿并不强烈，他们对农民用水合作组织认识不清，在参与灌溉用水、决策、设施维护、上交水费的过程中表现出明显的“搭便车”倾向，导致农民用水合作组织发展缓慢，甚至“名存实亡”。农民用水合作组织的成员行为选择成为农民用水合作组织发展的关键性制约因素。……
