二级医院医疗保险精益管理与环节控制探讨

【摘要】要提高医院医疗保险管理水平、降低医疗成本，可引入精益管理和环节控制管理模式来做好医保基金的合理使用。阐述了二级医院通过医疗保险管理制度和政策宣教、医保定额精益管理、信息化立体网监管控制、医疗保险管理成效与考核评价体系、医疗保险基金监管与稽核、创新医疗保险环节控制等多方面齐头并进措施，将医院医疗保险工作提升到新的管理和服务高地。

【Abstract】The aim of promoting medical insurance management level and lowing medical cost can be achieved by introducing lean management and process control mode for a reasonable utilization of the medical insurance funds. This article discussed about measures like propaganda of medical insurance regulation and policies, lean management of medical quota expense, informative network supervision, performance appraisal system for medical insurance management, supervision and audit of medical insurance funds and innovative process control carried out in secondary level hospital synchronously. And all these measures help to promote the management and service of medical insurance in hospital into a higher level.

精益管理来源于20世纪80年代的丰田生产管理，是一种注重改善质量、提高效率和降低成本的先进管理理念[1]。面对医疗保险费用的日益增长，各医疗保险管理和经办机构加大了对定点医院的管理和监督力度。医院医疗保险管理存在很大的挑战并面临着改革与创新。医院将通过以改进医疗服务、降低医疗成本、重视医疗保险精益管理、加强环节控制来做好医保基金的合理使用。精益管理作为一种科学有效的管理模式，将其应用于医院医疗保险管理，对于提高医院医疗保险综合管理水平，改善医疗保险服务质量，有着极为重要的意义[2]。新疆维吾尔自治区人民医院北院地处新疆边疆民族地区，坐落在首府乌鲁木齐市，是一所集医疗、教学、科研、预防保健、社区服务为一体的二级甲等综合型医院，是医保、新农合以及商业保险的“定点医疗机构”，也是乌鲁木齐市120急救的院前急救站。……
