摘要通过分析全球经济一体化进程对世界粮食生产经营的影响，提出了我国粮食产业发展面临的重大机遇与挑战，进而确立了在经济一体化背景下我国粮食产业发展的战略选择：立足国内实现基本自给，推进粮食“走出去”战略，为建立全球资源性农产品供应链提供政策支持。

Analysis on the Development Strategy of Grain Industry in China under the Background of Global Economic Integration

AbstractThrough the analysis of the effects of food production and operation under the backgrounder of global economic integration， this paper has proposed the significant opportunities and challenges for the development of grain industry in China， and determined the strategy choices for the development of grain industry in China under the background of global economic integration： achieve basic self-sufficiency based on domestic， promote grain “going out” strategy， provide policy support for establishing global resources of agricultural products supply chain.

进入新世纪以来，随着生产力不断发展、国际分工不断深化以及科学技术不断提升，全球经济一体化进程加速推进，各种形式的跨国、跨区域经济联盟不断涌现，形成了相互开放、相互联系、相互依赖的有机整体，这为我国农业特别是粮食产业发展带来了新的机遇和挑战。如何在全球经济一体化背景下，统筹利用国际国内两种资源、两个市场，有效确保和提升我国粮食安全水平，是当前面临的一项重要课题。

1全球经济一体化进程的推进情况

目前，经济一体化进程体现为设立自由贸易区、签署关税同盟、推进共同市场和经济联盟等4种形式。欧盟是经济一体化进程的早期实践者，从1950年提出欧洲国家煤钢资源供应共同规划，到1958年欧洲经济共同体成立，再到1993年过渡为欧盟，无不是在经济协作要求和利益机制驱动下逐步融为一体的。……
