摘要 [目的]通过分析2011到2013年的数据，发现其中疾病构成的变化，为进一步改善新农合政策实效与医院临床管理提供决策依据。[方法]运用国际疾病分类标准（ICD-10）、Excel和SPSS17.0对数据进行分类汇总，交叉表处理和频率统计。[结果]呼吸系统疾病，消化系统疾病，循环系统疾病和肿瘤构成了主要参与新农合的疾病。在2011到2013年期间，呼吸系统疾病与循环系统疾病呈现明显的上升趋势。[结论]为应对这些疾病，应改善新农合的相关政策，进一步加强环境保护，科技创新，督促全民加强身体锻炼和注意饮食。

The Patients Disease Analysis of New Rural Cooperative Medical System in Dongtai from 2011 to 2013

Abstract [Objective] In order to improve the new rural cooperative medical policy and provide decision basis for the effectiveness of hospital clinical management by the analysis of data from 2011 to 2013 in Dongtai. [Method] Classify and summary the frequency of patients disease and cross statistical table processing according to the international classification of diseases （ICD10） using Excel and SPSS17.0 [Result] Respiratory system diseases， digestive system diseases， circulatory system diseases and tumors constituted the main diseases in the hospital. In the period of 2011 to 2013， a clear upward trend of respiratory system diseases and circulatory system diseases appeared. [Conclusion] To cope with these diseases， it is necessary to improve the new rural cooperative medical system， strengthen the environmental protection， science and technology innovation， supervise national strengthen physical exercise and diet.

新型农村合作医疗制度[1]是由政府组织、引导、支持，农民自愿参加，个人、集体和政府多方筹资，以大病统筹为主的农民医疗互助共济制度。自2003年试点运行以来，制度建设和保障效果不断得到完善与增强。截止2013年，全国参加新农合人数为8.02亿人，参合率达到99%[2]。

江苏省东台市作为江苏省的一个地方省市，在新型农村合作医疗工作中积极探索建设新农合与医疗救助制度衔接工程，率先实现省、市、县、镇、村五级联网管理，参合农民看病实行医药费用即时结报，极大地方便了参合群众看病就医。

笔者对江苏省东台市2011～2013年全市新农合住院病人疾病构成及三年内疾病的变化进行研究，从而对新型农村合作医疗的政策改革提供参考依据。

1 资料与方法

本次调查资料来源于江苏省东台市2011～2013年参与新型农村合作医疗系统数据库，去除缺失值之后共有215 171份。……
