摘要

发展海洋经济，建设海洋强国必须坚持陆海统筹发展，国家在规划和引导陆海统筹发展的重要手段就是加强陆海统筹基础设施建设。由于基础设施建设投资额较大，其对地区经济产生的影响已成为人们关注的热点问题之一。该研究以舟山群岛新区为例，在分析舟山群岛新区陆海统筹基础设施建设的背景和建设的内容基础上，运用投入产出模型分析舟山群岛新区陆海统筹基础设施建设对浙江省经济增长、行业部门和三大产业的影响。结果表明，舟山群岛新区陆海统筹基础设施建设对浙江省各部门经济总产出的影响较大，行业部门影响较集中，第二产业影响最明显，对浙江省经济发展具有促进作用。

Empirical Analysis on the Influence of Land and Sea Infrastructure Construction on Regional Economic —Taking Zhoushan Islands as Example

Abstract It must adhere to coordinate the development of land and sea to develop marine economy and construct marine power. The important means of planning and guiding the development of land and sea is to strengthen infrastructure. Because of large infrastructure investment， the impact on the regions economy has become one of the hot issues of concern. Taking Zhoushan Islands as example， based on analysis of construction background and content of infrastructure， effects on economic growth in Zhejiang Province were studied by using input and output model. The results showed that overall infrastructure built on land or sea has a positive role in promoting economic development of Zhejiang Province.

2011年7月，国务院正式批复原则上同意设立浙江舟山群岛新区，并在批复中明确提出要把设立浙江舟山群島新区作为实施区域发展战略和海洋发展战略、贯彻落实“十二五”规划纲要的重要举措，加快转变经济发展方式，积极探索陆海统筹发展新路径，推动海洋经济科学发展，促进浙江省经济平稳较快发展。由1 390多个岛屿组成的舟山作为全国首个海岛城市，岛屿自身的经济社会发展要素有限，要实现新区的发展，推动海洋经济科学发展必须要借助外界的力量，因此，陆海统筹发展既是舟山群岛新区的发展目标也是手段之一，是舟山群岛新区建设的必然选择。……
