摘要：随着经济、科技的飞速发展和人们生活节奏的不断加快，社会环境瞬息万变，房屋建筑工程项目已涉及到国家和社会的方方面面，其质量的优劣不但关系到工程的适用性；而且还关系到人民生命财产安全和社会安定。质量管理作为工程施工管理的关键和核心，是增强我国建筑企业核心竞争力的主要环节。论文首先阐述了质量和质量管理的有关理论知识，在国内外学者对质量研究的基础上，结合国内目前的实际情况，构建了新的质量管理的程序。

Abstract: With the rapid development of economy, technology and the accelerating pace of life, the rapidly changing social environment, housing construction projects related to all aspects of the state and society, the quality of the merits of not only related to the applicability of the project; but alsorelated to people's lives and property security and social stability. Quality management as the key and core of construction management, is to enhance the core competitiveness of China's construction enterprises. The paper first expounded the theory of knowledge of quality and quality management in the domestic and foreign scholars on the basis of the quality of research, combined with the current actual situation, to build a new quality management program.Keywords: house construction; quality management; Quality Control

1. 引言

房屋建筑工程项目涉及到国家和社会的方方面面，质量的优劣，不但关系到工程的适用性，而且还关系到人民生命财产的安全和社会安定，也直接影响建筑、施工单位的信誉、效益。因此，质量管理是工程施工管理的关键和核心，是增强我国建筑企业核心竞争力的主要环节。因此，提高质量管理水平成为目前亟待解决的问题。

房屋建筑工程项目质量不仅受项目决策、设计、材料、机械、施工工艺、施工方案、操作方法、技术措施、管理制度、施工人员素质等人为因素的直接以及间接影响，还受到气候、地理、地区资源等环境因素的影响，其中任何一个因素出现问题，都有可能导致整个建筑工程功亏一篑，质量监督与控制是建筑单位工程项目建筑管理的重点，建筑单位应自觉接受质量监督机构的监督和检查，协调设计、监理和施工单位的关系，通过控制项目规划、设计质量、招标投标、审定重大技术方案、施工阶段的质量控制、信息反馈等各个环节，达到控制工程质量的目的。……
