摘要：核电站是现代电力生产的重要枢纽，每年向社会输送了大量可利用的电能资源，推动了国民经济收入水平的快速提升。为了进一步发挥核电站的电能生产作用，国家要求各地政府在相互配合的情况下积极投资核电站建设。考虑到核电站具有耗资大、施工难、风险高等特点，一旦成本控制失效便会导致严重的经济损失。针对这一点，本文分析了核电站成本控制存在的问题，并重点强调从核电站设计阶段控制成本耗资。

关键词：核电站；成本控制；问题；应对策略

Abstract: the nuclear power station is the modern electric production important hub, conveying a lot every year to society of electric energy available resources, and promote the national economy income level of rapid ascension. In order to give full play to the nuclear power station power production function, the state requires all government and cooperate with each other in actively in nuclear plant construction investment. Considering the cost of nuclear power plant construction, with the difficult, risk higher characteristic, once the cost control failure will lead to serious economic loss. In response to this, this article analyzes the problems existing in the nuclear power plant cost control, and emphasis on the design stage from nuclear power station control cost cost.

经济全球化背景下，国内各个产业链的发展面临着新的机遇与挑战，使得企业在经营管理期间面临着严峻的考验。凭借其特殊、高效的生产性能，作为电力生产新形式的核电站将成为未来社会发电的主要趋势。但是，由于核电站运行设备及生产技术的先进性，相对应的成本投资金额也明显较高，如何控制成本耗资是经营者需要重点考虑的问题。例如：保证安全、质量的基础上，在施工前期优化设计方案，优化结构形式，注重各专业协调，减少施工过程中的设计变更等等。

一、核电站成本管理面临的挑战

核电站因其投资大、建设周期长、大量引进外国技术和设备，并且装机容量少，尚未形成规模效应，使得其初始电价较高，在与常规电力竞争中处于较为不利的地位。随着国家加强对电力行业的改革，市场经济的发展及世界经济形势的变化，以及国家积极发展核电的政策调整，使得核电企业面临着新的机遇与挑战。……
